Most LMS rollouts fail, but the platform is rarely the cause. What has not yet been implemented is the design logic behind the technology. LMS is a delivery mechanism. The design of technology to support learning and its implementation is critical to the successful use of the system.
What an LMS delivers and how it delivers it depends not only on the quality of the technology implementation, but also on the quality of the core functionality of the LMS and the instruction design it provides. The best LMS platform alone won’t produce results. To engage learners, track progress, and measure business impact, you need a significant layer of instructional design on top. Without it, even the most powerful technology is insufficient.
This article is for L&D leads, instructional designers, and LMS buyers. This article explains why choosing an LMS is the final step in a long process of establishing the instructional design and technology layers to support your learning objectives.
What is Instructional Design and Technology?
Instructional design and technology is a systematic process of analyzing learning needs. This helps develop solutions that reliably produce behavior change. It is not course authoring. It’s not content formatting. It is the operational logic that determines what is taught, to whom, in what order, and how success is measured. In reality, this logic relies on five connected pillars.

These are not optional additions to your LMS rollout. They are prerequisites. Skipping any one, regardless of its feature set, will degrade platform performance. If you skip all five, your rollout will be an expensive project with no learning benefits. The ADDIE model (Analysis, Design, Development, Implementation, Evaluation) has guided instructional strategies for many years. This helps teams answer important design questions before they start using the platform. Most LMS procurement processes are the opposite. They lock in vendors before asking design questions.
audience analysis
Every design decision comes from understanding the learner group. who are they? What do they already know? What constraints are shaping when, where, and how you learn? Are you completing a module on your desktop during a scheduled training block, or on a mobile device during a call with a client?
Training in audience analytics is the step that makes every subsequent decision defensible. Without it, content is built for an imaginary learner. The result is content that misses gaps in actual knowledge, uses the wrong register, or assumes prior knowledge that half the audience lacks. The platform has nothing to do with that failure. The missing analysis is valid.
A training needs analysis conducted before platform selection also identifies critical infrastructure constraints, bandwidth limitations, device availability, language requirements, and accessibility needs. These should be reflected in vendor shortlists, rather than surface unexpectedly after launch.
learning objectives
Lack of clarity in learning objectives is one of the most reliable predictors of a weak LMS rollout. It’s difficult to create assessments and organize content when the objective is unclear, such as “learners understand the data privacy policy.” Also, it is not possible to easily assess whether the course was effective or not.
Effective learning objectives are measurable and tied to behavioral results. [1]. Bloom’s taxonomy is more than just an academic idea; it’s a useful tool. This helps to clearly describe what learners do, such as identify, apply, evaluate, and construct, rather than what they simply absorb passively. This distinction determines everything downstream, from scenario design to measure construction to how L&D teams report results to management.

modality fit
Choosing the wrong delivery format will detract from solid content every time. The vendor does not decide whether the course is synchronous or asynchronous, self-paced or instructor-led, blended or fully online. This requires weighing the learner context and organizational constraints to make design decisions.
A sales team distributed across six time zones can’t rely on synchronous sessions as their primary format. Compliance courses that focus on regulated behavior may require you to document your interactions with the instructor [2]. You can’t do that with the self-paced module. Blended learning models make sense when learners benefit from peer discussion, but also require on-demand access to reference materials.
Modality mismatches cause problems to accumulate over time. This reduces completion rates and increases support requests. Although learner behavior may seem discouraging, it is often a sensible response to a format that does not match real-world working conditions. Performing an instructional design review of the proposed modality before selecting a platform will eliminate important categories of avoidable rollout issues.
evaluation design
Evaluation is not a post-production task. This is a design decision and should be developed in parallel with the content, not something added after the course is built.
The distinction between formative and summative assessment determines the ordering of content. Knowledge checks built throughout the module serve a different function from end-of-course assessments, and both function differently from scenario-based simulations that test applied judgment under realistic conditions. Designing these elements a posteriori produces assessments that test recall of content rather than readiness to perform.
A weak evaluation also prevents you from determining whether your LMS rollout is working. When the only measurement is completion rate, organizations know that learners clicked through, not that they changed their behavior. Therefore, they have filled a gap in their knowledge or are now able to perform tasks that they could not do before. The platform will report what has been completed. Deployment strategy
If instructional design is not included in the deployment plan, failures in faculty recruitment and learner engagement are entirely predictable. However, adoption is most often treated as a communication issue. Launch emails, how-to guides, and recorded walkthroughs, not the actual content, but the design issues that start with the analysis phase.
Research consistently shows that resistance to new learning systems is strongly correlated with systems that are not designed around real user workflows. When faculty are handed a platform with no input, and learners are assigned courses that don’t reflect their real-world roles and constraints, low adoption rates are a predictable outcome, a failure of design rather than a failure of communication.
Change management begins at the design stage. Involving faculty and learner representatives in the pilot design, defining what a successful implementation looks like before going live, and building feedback mechanisms into the course structure are all instructional design decisions. They do not occur after boot. These occur before choosing a vendor.
What LMS buyers do wrong when they ignore ID&T

Choose a platform based on demonstration, not design requirements.
The demo shows what the platform can do under ideal conditions. It does not indicate whether these features match your organization’s actual course learning objectives, modality needs, or assessment requirements. Treat instructional design as a post-release content task.
When ID experts are brought in after a contract is signed, they inherit the constraints that were supposed to influence procurement decisions. The result is a platform with features that organizations cannot use or have gaps in functionality that they actually need. Assuming teachers will adapt.
Recruiting teachers is not a matter of course. Instructional designers work with academic staff during the design phase, rather than after go-live, to surface resistance early, identify workflow frictions, and build organizational buy-in before it becomes a political issue. Measure the success of your rollout solely by completion rate.
Completion is a platform metric. Learning is the result of design. An online course design process that starts with clearly defined performance outcomes gives L&D teams a measurement framework to report on both and make data-driven improvements throughout the learning lifecycle. [3].
How to incorporate instructional design into your LMS selection process
A practical lever available to most L&D teams is timing. Instructional designers should be involved in the conversation before vendor shortlisting begins, not after contract signing. Specifically, this means:
Conduct an ID review of shortlisted platforms prior to procurement.
Have your instructional designer evaluate whether each platform’s assessment tools, content sequencing logic, and reporting capabilities support your organization’s actual design requirements. Ask questions specific to your vendor ID.
How does the platform handle branching scenarios? What competency tracking is available? How does the system support formative assessment across blended learning models? Vendor answers will reveal gaps not shown in the feature checklist. Involve instructional designers in pilot design as well as uploading content.
A pilot that tests pedagogical assumptions is more valuable than a pilot that tests interface proficiency. The goal is to not only verify that users can navigate the platform, but also that the platform supports instructional strategies. Define what a successful implementation looks like before going live.
That definition should include behavioral metrics, but are learners applying what they learned? Not just system metrics.
