Stephen Miller, the district’s chief technology officer, said the capital’s artificial intelligence group operates on a clearly defined set of values.

This approach is part of Mayor Muriel Bowser’s strategic approach to implementing AI in D.C. In February 2024, she signed an executive order defining six core AI values for the district and establishing a public AI advisory group and an internal AI task force.
The Mayor’s Order defines the district’s AI value. These values are established to guide the evaluation and implementation of proposed AI solutions, with the proviso that only those that match all six values will be adopted.
Miller, who was appointed as the district’s permanent CTO earlier this month, is also a member of the district’s AI advisory group, as well as the district’s CISO. Group membership is available until December 31, 2026.
Separately, Miller said members of the district’s AI task force specialize in various areas of technology applications, including law, usability and software development. Task force members will help facilitate the work of the advisory group, and both teams will work together to advance value-driven AI within the district.
Miller said the advisory group has already met twice this year to review and discuss various AI tools. These meetings focused on education initiatives and received positive feedback from members to help districts deploy these tools, Miller said.
Through a value-driven process, the district has already begun implementing various AI-powered technologies.
For example, DC Compass is an AI-based generation tool that Miller previously told Government Technology will make data more publicly accessible. Career Ready DC, an AI-powered career platform, aims to connect District residents with jobs. AI is also playing a role in the district’s efforts to help residents connect to government services through a variety of channels.
