
Completion rate ≠ Skill growth
There are numbers that nearly every L&D team confidently reports to their leaders. It’s the course completion rate. This is front and center on your dashboard, highlighted in quarterly reviews, and often determines whether your training program was successful or not. And to be honest, I can understand why we would default to it. It’s clean, measurable, and goes up as people finish the course. But here’s an uncomfortable question. Does a 94% completion rate actually indicate that the employee has improved at something?
In most cases, this is not the case. To be honest, we’ve known this for a long time. Completion is a measure of attendance, not ability. Treating it as a proxy for skill development is like measuring a gym’s effectiveness by how many people swipe their membership cards without checking to see if anyone actually gets stronger. This is not a small difference. It is this gap that is quietly eroding L&D credibility in boardrooms everywhere.
The vanity metrics trap
Let’s take a look at what common training dashboards are measuring today. Completion rates, time spent on courses, learner satisfaction scores, and in some cases, assessment pass rates. On the surface, these feel like they make sense. But let’s consider what they actually say.
Completion rate indicates that someone clicked through to the end. Elapsed time indicates how long the browser was open. Satisfaction scores indicate that the content was pleasant, not that it changed behavior. Even assessment scores that feel more rigorous typically test short-term memory rather than whether you can apply what you learned in an actual work situation three weeks later.
The World Economic Forum’s 2025 Future of Work Report found that 63% of employers believe the skills gap is the biggest barrier to business transformation. It’s not a question of content, it’s a question of measurement. Organizations invest in training without a reliable way to know whether the right skills are actually being developed.
When L&D teams come into leadership meetings with only completion data, they are essentially saying “people showed up.” That’s not enough to justify the budget, and it’s definitely not enough to prove effectiveness.
Actual situation of skill map learning
Although this alternative is conceptually less complex, it requires a change in the way we think about learning program design. Instead of starting with content and expecting skills to emerge, start with skills mapping. This means identifying the specific competencies your employees need, assessing where there are gaps, and building learning paths that directly target those gaps. It actually looks like this:
First, define the skill classifications that are relevant to your organization. It is a focused set of skills associated with real-world roles and business functions, rather than a general competency library taken from the internet. Sales teams need skills in negotiation, product knowledge, and pipeline management. Customer success teams need onboarding expertise, empathetic communication, and awareness of churn prediction. These are different and should be treated separately.
Next, assess your current skill level using a combination of self-assessment, manager evaluation, and, ideally, observation of actual job performance, rather than a one-off quiz. This will give you an actual baseline rather than an assumed baseline.
Third, design learning paths that fill specific gaps. This is where the magic happens. Rather than enrolling entire departments in the same general course, coach each individual to learn the exact skills they are lacking. If you already have great product knowledge but are bad at negotiating, you’ll be on a very different path than a colleague with the opposite profile.
And finally, this is the part most organizations leave out. Measure skill progress over time, not just course completion. Has the skill level of the person being evaluated improved? Did their manager notice a change in performance? Did the business metrics related to that skill actually change?
Connect skills to business results
This is where L&D earns a seat at the strategy table. Being able to draw the line from learning interventions to measurable skill gains to business outcomes completely changes the conversation with leaders.
Instead of “87% of employees completed training program in Q1,” imagine a report that says, “After targeted negotiation skills training, midmarket sales teams saw average deal size increase by 12% in two quarters, and manager-rated negotiation proficiency increased from 2.8 to 3.9 on the internal scale.” It’s a language CFOs understand. It connects investments to results and gives leaders a reason to increase, rather than question, their training budgets.
LinkedIn’s 2025 Workplace Learning Report found that organizations that align learning programs with business goals are significantly more likely to report positive business impact. This adjustment is not made at the content level. It’s done at the skill level when it’s clear which features are important, how to develop them, and how to measure whether the development actually worked.
A practical framework to get started today
You don’t have to overhaul your entire L&D infrastructure overnight. Here’s a starting point any team can start implementing:
Choose one team that is critical to your business. Sales, customer success, engineering, everything leaders see the most today. Work with managers to identify the top five skills that drive their team’s performance. Assess your current level using a simple 1 to 5 scale spanning self-assessment and manager assessment. Then audit your existing training content against those skills. You will probably find that some skills are well covered, some are partially addressed, and some skills have no learning content mapped to them at all.
The gap map becomes a new curriculum design tool. Build or curate content specific to the skills you uncover. Run the training. Then reevaluate after 60 and 90 days using the same scale. It’s not perfect, but it’s dramatically better than counting the number of people who clicked “Done.” And it gives you something practical to bring to your next leadership review.
Shifting is easier than you think
Moving from completion-driven to skills-driven learning doesn’t require a major technology overhaul or a two-year roadmap. This requires changing what we measure and what we evaluate. Courses, content, and platforms that most teams already use can be worked within a skills-mapped framework.
Every L&D professional I speak to already intuitively knows that completion rates don’t tell the whole story. The opportunity lies in building systems and habits that measure whether people are getting better at what actually matters: the things your business needs to be good at. It’s not just a good metric. That’s a better reason for L&D to exist.
