The majority are not. According to the inspector’s report, 98% (18.4 million) of those “not received” Social Security payments “currently not received.” This is because 18.4 million people have not reported revenue to SSA in the last 50 years. “The fact that individuals are over 100 years old and have not made any revenue over the last 50 years indicates that they have not repeated SSA payments.”
Another way to know that Thue is not being paid is simply to look at the annual cost of Social Security.
