President of Ukraine Volodymyr Zelenskiy signed the Law on Amendments to the Customs Law of Ukraine on the Application of Certain Provisions of the Customs Law of the European Union.
According to the Ukrinform news agency, this was reported via telegram by Jaroslav Zhelezniak, a member of the Golos parliament faction.
This law effectively completes the implementation of the main parts of EU customs legislation (EU acquis) in Ukrainian law. In particular, the concept of customs representation similar to that existing in EU countries has been introduced, and companies are gradually moving towards the European authorization system.
Additionally, the document introduces a European model for types of customs warehouses and expands the list of operations permitted therein.
Opportunities for Authorized Economic Operators (AEOs) are also expanded and a European approach to the implementation of the customs regime is introduced.
In order to strengthen the anti-corruption element, the law provides for the publication of depersonalized decision documents based on the results of the investigation of complaints and requires customs authorities to exchange information with foreign customs authorities regarding the value of goods at customs. According to a report by Ukrinform, 293 MPs voted in favor of passing the bill. Adoption of this law was one of the IMF’s requirements in the framework of the Enhanced Financing Program (EFF).
