Getting closer, but still far: Ukraine’s ambitions to fast-track its path to EU membership are causing tensions with Kiev, Brussels and some European capitals ahead of the opening of the first formal negotiating cluster next week, diplomats and EU officials say.
Interim talks: Kiev and Brussels publicly welcomed the likely start of formal negotiations on June 15 as a breakthrough. However, Ukraine is concerned that the bid could be put on hold due to political issues such as the French presidential election. If that happens, enlargement could be taken off the EU’s agenda. Meanwhile, Brussels is concerned about the pace of Kiev’s reforms.
Membership Lite: Discussion papers published by Paris and Berlin touting “associate membership” for Kyiv and other interim solutions for candidate countries have struck a nerve. “In reality, Ukraine has everything on offer except the membership itself,” Ukraine’s ambassador to the EU, Vsevolod Chentsov, told Playbook.
Why tensions are rising: Kiev wants to open not one but several negotiating clusters by the end of this summer to show politicians and war-weary voters that EU membership is a realistic prospect rather than a pipe dream.
A different view: Brussels is concerned about disillusionment as a risk factor for Ukraine’s domestic reforms. Indeed, progress in passing key legislation needed for EU membership has slowed in recent months, due to unfilled parliamentary seats and concerns that even if some bills are voted on, it will not be possible to secure a majority.
