Canada is scaling back its entry goals for permanent residents.

In its Immigration Levels Plan to be published later today, the Government will announce lower permanent resident entry targets as follows:
2025: 395,000 – down from 2024 target of 485,000. 2026: 380,000 people – down from the 2024-2026 level plan target of 500,000 people. 2027: 365,000 – down from the 2024-2026 level plan target of 500,000.
Officials say these are the numbers that will be included in the plan.
Prime Minister Justin Trudeau is expected to announce further details later today, an unusual move since such announcements are usually made by immigration ministers.
This year’s plan will also include a target for the number of temporary residents. Previous plans did not target temporary residents.
The government has announced its intention to reduce the proportion of temporary residents in Canada’s total population from 6.5% to 5% over the next three years.
