
Why most programs focus on the wrong things
AI literacy has quickly become a priority for organizations. A budget has been allocated. Program is starting. Employees are encouraged, and in some cases required, to “learn AI.” On the surface, this looks like progress. But a closer look reveals that many of these efforts are built on the wrong foundation. It focuses on tools, prompts, and features. They ignore the conditions necessary for proper use. As a result, activities are more likely to be produced rather than abilities.

When to use it. How to use it appropriately depending on your role. What does “good” mean in their context? What risks are they responsible for?
Without these answers, more exposure will only lead to more variation.
The missing piece: Role-based clarity
One of the most common failures in AI literacy programs is treating AI literacy as a general competency. it’s not. Using AI in marketing is different than using AI in HR. Using AI in operations is different from using AI in compliance. Using AI at the individual contributor level is different than using AI in a leadership role.
However, many programs are designed as if one approach fits all. Employees then have to translate abstract guidance into actual work themselves. Some people may do this well. Many people probably don’t. Therefore, effective AI literacy must be based on:

Overemphasis on prompts

Risk of scaling mismatch
When organizations broadly deploy AI without clear expectations, a predictable thing happens. The usage differs depending on the person. Some apply it cautiously. Some people rely too much on it. Some people avoid it completely. The result is not transformation. That’s a contradiction.
And in some environments, especially those involving risk, compliance, and customer impact, that mismatch becomes a serious problem. AI doesn’t just improve productivity; It accelerates fluctuations. Unless capabilities are clearly defined and strengthened, organizations risk scaling uneven performance ever more rapidly.
What most programs are missing
The problem isn’t that organizations aren’t doing anything. That means focusing on the most visible parts of AI, rather than the most important parts. Effective AI literacy requires clarifying questions such as:
What tasks should AI support here, and what should it not? What decisions are still made by humans? What inputs are allowed or restricted? What outputs are considered usable, drafted, or unacceptable? When is review, validation, and escalation necessary?
These are not technical questions. They are operational and governance issues. And they are often left unanswered. Without these, training becomes a matter of guesswork.
A different approach to AI literacy
A more effective approach starts elsewhere. It’s not a tool. Along with work. Instead of asking, “How do we train people in AI?” a better question is, “What would a competent AI use in this role, in this context, under these conditions?” From there, organizations can:
Define clear use cases. Establish boundaries and guardrails. Design practices based on real decisions. Measure competency based on performance rather than participation.
This moves AI literacy from awareness to responsibility.
