
From completion to competency
Only two in 10 HR managers say measuring the ROI of training is a challenge. That sounds like progress. Until I saw what they were measuring.
According to the TalentLMS 2026 L&D Benchmark Report, only 37% of organizations measure L&D by business impact. The rest depends on completion rates, satisfaction scores, and cost per learner. Numbers that are easy to track, easy to report, and easy to misread.
Most organizations are confident in the ROI of training. But that trust is built on metrics that describe the activity, not the results. And without visibility into your employees’ skills, you won’t be able to determine whether training is building the capabilities your business needs.
Good news. There’s a better way to think about this. It starts with moving beyond activity metrics and towards what leads to actual performance. Instead of tracking whether someone completed a course, track whether they can currently do what your business requires.
The metrics most teams rely on (and what they miss)
Training measurements tend to default to a few well-known numbers. Each one tells a story. It’s not just a matter of necessity.
Completion rate is the most common. See who has completed the course. There is no indication who learned anything from it. 70% of employees multitask during training, the highest percentage in three years. In that sense, the word “done” doesn’t mean much. Satisfaction scores provide reassurance. Overall, 84% of employees say they are satisfied with their training. But satisfaction and learning are two different things. While a course may be engaging and well-paced, it may not be effective at building new skills. TalentLMS research also found that 84% of employees say they receive adequate training. On paper, everything looks healthy: high satisfaction rates, high coverage, and reasonable budgets. But these numbers represent effort, not influence. Cost per learner measures efficiency, not effectiveness. You can deliver training cheaply at scale, but if the content doesn’t match the actual performance gap, you’re not gaining anything.
None of these metrics are exactly wrong. Completion rates help identify drop-offs. Satisfaction data can indicate poor content design. Manage your budget with cost tracking. The problem is, no one is answering the most important question: Is this training making your employees better?
And now comes the tension. Only 37% of companies measure L&D by business impact, but 75% say their training strategy is aligned with business KPIs. This 38 point difference tells the story. If three-quarters of organizations believe their training supports business objectives, but fewer than four-tenths measure whether this is actually the case, their adjustments are based on assumptions. It’s not evidence.
There are better ways to measure the effectiveness of your training. But even the most powerful measurement framework is inadequate without the key information of knowing what skills your employees have.
The missing piece: Skill visibility
The reason traditional metrics are useless is not because they are useless. That means they are measuring the wrong demographic. Completion, satisfaction, and cost are all input metrics. They explain the content of the training. They don’t say anything about what came out.
To meaningfully measure training ROI, you need to answer three questions:
What skills do your employees currently have? What skills does your business need? Has training narrowed the gap?
Most organizations can’t confidently answer any of those questions. The data explains why.
The same report found that 86% of employees build skills by understanding things on the job. They learn by doing, solving problems, and asking questions of their peers. That kind of growth is valuable. But it is invisible to the organization. It does not appear in LMS reports or training dashboards. It is not tracked, measured or credited.
Think back to the last time someone on your team found a way to process a client request faster or taught themselves a new tool to speed up a repetitive task. That’s real skill development. But unless it’s tied to a formal program, it sits in the blind spot between what the organization delivers and what people learn.
Meanwhile, 42% of HR managers say they are addressing skills gaps, down from 51% in 2022. On the surface, it looks like progress is being made. But is the gap closing, or is it just getting harder to understand, since most skill building happens without us noticing?
This is a skill visibility issue. If you can’t see what skills people have or how they’re developing those skills, you won’t know if your training is having an impact. If you don’t know that, your ROI remains a guess.
There are also synergistic effects. When skill development goes untracked, organizations accumulate what the report calls learning debt. Like software technical debt, it accumulates silently. Teams rely on old knowledge. Workarounds become standard practice. And the cost of not knowing where your skills stand increases every quarter when they go unmeasured.
Even organizations that have adopted a skills-based approach (79%, according to the report) often lack the infrastructure to connect training activities to skill development and, in turn, business outcomes. The intention is there. Measurements usually don’t.
Measurement function overview
Measuring ability means measuring from “Have you completed the training?” “Will I be able to do something I couldn’t do before?” This is a difficult question, but it’s the only question that will tell you if your training is working.
The actual changes are:
From logged time to mapped skills: Instead of tracking the time users spend on courses, map it to the specific skills each program is designed to build around. If you can’t name your skill, you’re not training hard enough. This calls for better design. When every program has clear skill goals, it’s hard to justify content that doesn’t contribute to them. From pass/fail to proficiency: Quiz scores can tell you what someone remembered on a given day. Tracking your proficiency tells you whether you can apply that knowledge consistently over time. This distinction is especially important for complex skills where a single assessment does not provide the complete picture. From one-time assessments to continuous tracking: Skills don’t develop in an instant, nor are they static. Regular check-ins provide trend data. Is competency growing over time, or does it plateau after initial training? From cost per learner to competency per dollar: Being able to link training programs to measurable improvements in specific skills, and linking those skills to business outcomes (reduced errors, faster onboarding, stronger sales numbers), gives leaders an ROI story to act on.
How to start measuring what matters
You don’t need a complete skills classification or a year-long implementation to get started. Start with four steps.
1. Choose one program
Choose training initiatives that are tied to clear business outcomes. Sales enablement, customer onboarding, and compliance are strong candidates because of their measurable downstream impact. Trying to measure everything at once can be paralyzing. A single pilot with clear metrics can teach you more than a company-wide rollout with vague goals.
2. Name your skill
Identify 3-5 specific skills that you need to develop in your program. Please be specific. The term “better communication” is too broad. “Using approved frameworks to address customer objections” is something that can be observed and measured.
3. Baseline and reassessment
Measure the participant’s position before training and 30-60 days after. Use manager assessments, hands-on exercises, or field observations. Self-assessment has a role to play, but it shouldn’t be the only measure. There is often a gap between how confident people are and how competent they are.
4. Lead to results
Track whether skill improvements show up in your performance data. Has your error rate gone down? Has your time to productivity improved? Has your customer satisfaction score changed?

Completed represents an activity. Satisfaction represents experience. Neither describes ability. Until you know what skills your employees have, what they need, and whether training is closing the gaps, ROI remains vague.
